• Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The External Collaborator will conduct desk research, interviews, and focus groups to assess trends, opportunities, and barriers to employment in digitally-intensive jobs in BiH. Key tasks include: • Identifying sectors and occupations with strong potential for digital employment in both ICT and non-ICT areas (e.g., agriculture, manufacturing, tourism, retail). • Assessing prospects for further digitalisation and conditions needed to increase digital intensity. • Reviewing gaps in digital literacy and skills, as well as initiatives addressing them. • Evaluating digital infrastructure, data governance, and main obstacles to economic digitalisation. • Examining ICT access and usage trends among the population and enterprises. • Identifying policy and regulatory constraints to digital job creation, including freelancing, platform work, and the gig economy. • Reviewing policies and measures promoting digitalisation and digital employment, with attention to the role of social partners. At least 16 interviews and 2 focus groups will be carried out under a research plan agreed with the ILO project team. The collaborator will meet with the Project Manager for an induction, receive relevant documents, and be provided with quantitative analysis from the ILO Labour Force Survey to guide the research.
