The Public Company Motorways of the Federation of Bosnia and Herzegovina Ltd. Mostar (JP Autoceste FBiH) has awarded a €196,400 contract to Yuksel PROJE A.S. of Ankara, Türkiye, for Temporary Engineer Services on the Corridor Vc motorway, subsection Ozimice-Poprikuše. The award was officially published in the Official Journal of the European Union (OJ S 151/2025, 8 August 2025) under notice 521999-2025.
The assignment involves construction supervision services for approximately 12 kilometres of new motorway, a key component of Bosnia and Herzegovina’s largest infrastructure corridor. The services cover temporary engineering supervision, contract administration, quality assurance, and progress reporting, conducted in accordance with FIDIC 1999 General Conditions of Contract for employer-designed works.
Procurement Details
The procedure was undertaken under the Guide to Procurement for projects financed by the European Investment Bank (EIB), which is also providing financial support for the wider Corridor Vc programme. Due to urgent and unforeseeable circumstances, the contracting authority used a negotiated procedure without a prior call for competition to appoint a temporary supervision consultant.
JP Autoceste explained that it was unable to complete a competitive selection for permanent supervision services in time, even though the works contract for the section had already been awarded. To avoid project delays and additional costs, the buyer directly invited one suitable consultant, Yuksel PROJE A.S., to submit a technical and financial proposal within a fixed budget ceiling. The proposal met all requirements, and the contract was concluded on 25 July 2025 under reference JPAC 1776-E-952-25.
The estimated value of the contract was €200,000 excluding VAT, with the final award value standing slightly lower at €196,400. The temporary arrangement will remain in force until the conclusion of a new competitive procedure for permanent supervision services later in 2025.

The Corridor Vc motorway is a flagship infrastructure project for Bosnia and Herzegovina, designed to enhance regional and international connectivity by linking the Adriatic port of Ploče (Croatia) with Budapest (Hungary) via Sarajevo. The Ozimice-Poprikuše subsection lies in the central part of the country and forms an essential link in the north-south corridor that supports trade, mobility, and economic integration in the Western Balkans.
